Pre-qualification announcement for the İstanbul Sancaktepe City Hospital Public-Private Partnership (“PPP”) Project (“Project”) has been published in the Official Gazette on June 1, 2018.
Project Model
The Project will comprise the development, financing and operation of a Healthcare Campus and Commercial Areas with a construction period of 3 years (which may be extended for up to 1 year) and an operation period of 25 years. The Project will be developed through the build-lease-transfer (BLT) model envisaged for healthcare facilities under the Health PPP Law No. 6428 and the Health PPP Regulation.
General Information about the Project
The Healthcare Campus is planned to be established on a 3150-acre land with a bed capacity of 4200 in Sancaktepe which is located in the Anatolian side of İstanbul. The project is expected to be the largest health campus in Turkey which comprises a general hospital, gynaecology, children, cardiology and oncology, orthopaedics and neurology, psychiatry, high security forensic psychiatry, physical therapy and rehabilitation hospitals.
The Contractor shall procure the financing, construction and the necessary medical equipment and devices for the Healthcare Campus. Additionally, the Contractor shall provide certain general services at the facilities as well as medical support services such as imaging and sterilisation.
Tendering Procedure
The tender will be conducted through an open bid procedure among bidders who are selected by the administration upon a pre-qualification assessment. In the first phase, the bidders who fulfil the required qualifications will be selected. Only the bidders who are shortlisted and determined as qualified by the administration may submit their bids for the Project. Upon the accomplishment of the pre-qualification assessment, in the second phase, the prequalified bidders are expected to submit their bids pursuant to the tender document.
The potential bidders will be entitled to review the tender document by visiting the General Directorate of Healthcare Investments. Bidders who participate in the pre-qualification tender must purchase the relevant tender document. The purchase price of such document is TL 100,000.
Next Steps
The deadline for submission of the pre-qualification applications is 3:00 p.m. on July 4, 2018. Potential bidders may submit their applications by hand or via registered mail to the General Directorate of Healthcare Investments. The tender will be conducted on the same day and the bidders who are determined as qualified will be notified within 7 days following that day.
